You get the wingsuit about 2/3 of the way through the game. Just do the story missions and you'll get it.
I made this vid to show my main man PT how to make your way up a radio tower (the one at 259.4 443.9) without having to go through all that climbing puzzle stuff. I also blow up a car, because why not.
